Should a private market for health checks be created?

There is discussion on whether a private market for health checks, like a total body scan, should be created. The minister seems in favor emphasizing consumer sovereignty and innovation. However a private market for health checks is prone to externalitities that induce market failure. The present evidence, how little it may be, points towards negative external costs. This means that the marginal cost for society is higher than the private marginal cost.
